(Washington, D.C., 2/6/2026) – The US Council of Muslim Organizations, America’s umbrella group of Muslim associations, endorses the new House and Senate Democratic proposed Immigration and Customs Enforcement (ICE) legal reforms, and urges Republican agreement, as a condition for passing the crucial Fiscal Year 2026 Department of Homeland Security (DHS) spending bill, whose funding deadline is February 13, without which the government may have to close down DHS.
The Democratic reform proposal calls for 10 fundamental, legally enforced changes to ICE operations, including:
(1) No private property entry without a judicial warrant, and requisite non-citizenship verification before immigration detention, (2) no masks, (3) required agent ID displayed and verbalized, including last name and officer number, (4) no enforcement near medical, school, child-care, houses of worship, polling, and court facilities, etc., (5) no racial/ethnic profiling, (6) legislated use-of-force policy standards, (7) state and Local coordination and oversight, (8) safe legal standards and rights for detainees and state redress, regardless of facility funding, (9) agent accountability through mandatory body cameras and footage/database storage, excluding First Amendment participants, and (10) ban paramilitary uniforms and equipment for DHS officers.
These reforms have broad public support, with 63% of Americans disapproving of ICE; 60% wanting ICE out of Minneapolis, and 58% wanting Secretary of Homeland Security Kristi Noem removed from office. (Quinnipiac poll)
Americans are outraged by President Trump’s DHS stockpiling of an astounding 35,000 munitions in Minneapolis for use on the public.
Many ICE agents are expressing disgust with the DHS and ICE leadership, from the local to the national level, due to a lack of pre-planning at every structural and material echelon. This includes the massive deployments of rehired annuitants (former retired federal employees) as ICE officers in the Enforcement and Removal Operations division, who receive only a two-hour Zoom training video before their deployment to arrest and detain people.
ICE officers are also registering complaints of many arrest reports containing outright lies and misstatements of fact, exposing officers and DHS to a potential avalanche of lawsuits in the future.
ICE operations have been an unmitigated disaster for America, undermining the legal pillars of our nation and the social contract between we the people and the government we have established.
Republican opposition to ICE DHS reforms, announced by Speaker Mike Johnson, shows a party leadership and constituent representation dangerously out of touch with the American public and flagrantly indifferent to the welfare of this nation and the inalienable rights of its people.
These reforms, if adopted, can help salve the deep wounds ICE has traumatized our society and open the way for amends.
USCMO strongly endorses enshrining these proposed ICE reforms in full into law. Without their acceptance, Congress must not permit the pending DHS spending bill for FY 2026 to pass.
